Hi and welcome to the forum. Yes. CCTV9 is free. CCTV4 and CCTV9 are among the more popular Chinese channels.

All of these chinese in one satellite? What satellite is these? could you post the TPs and SRates for those channels please.

Default Chinese Channels on Galaxy 3C Ku Band
These channels are on Galaxy 3C Ku band: CCTV 4, CCTV 9, CCTV Documentary, Hong Guan TV. You need to use 'channel scan' to capture all of them. I bought a Lexium DBS7000 receiver recently. It can receive all the above. This receiver has HDMI connection to HDTV. It is the best choice if you have a flat panel HDTV.
