Need help setup declination

Hello
I found instructions manual for a Winegard (Quadstar 10 foot Dish model QD 1000)
Say Latitude degress is( I choose 21 degrees) the Declination chart say (Declination offset angle degrees IS 3.12 degress).
The question is do i add 3.12 degrees declination to the latitude degrees to get 24.12 degrees which would be declination degees, is this right way to do the declination setting?
